They do get punished. It has to be reported. They cant look through every every squad and they cant see every custom camo
I almost always suggest reading the Game Rules that we all agreed to when making our accounts. And it seems you have done that on your own already. Hardly anyone takes the time to read them when they start out. If after reading them you have questions or need clarification on anything, best to contact a Game Master here in the Forum via a pm and get the answers you need.
As for you question, some things you might want to consider, first, the Game Masters are not like “beat cops” out on patrol looking for “offenders”. Just doesn’t work that way. While they may monitor the general chat from time to time and hand out sanctions there in “real time”, only other time they might do that sorta thing is when they see things in a match that they are playing in. So . . . have to consider this as well . … they work off of reports.
Each Game Master literally reviews 1000’s of reports each month . . ALL of them.
It is a tedious and often time consuming task, very unappreciated.
So . . . if no one reports any of the things you have mentioned, it is very possible that those violations of the Rules can go “under the radar”.
A lot of players see things they know are against the Rules, but don’t take the time to report them . . . this only “enables” those that break the Rules.
The Game Rules are not that hard to read/understand, even tho they have to be written in such a way as to “cover all the bases”, but in the end . . .
The Rules do not matter very much if players do not report “rule breaking”.
It is up to all of us to help make the game better by doing our part.
I am sorry you had to learn the “hard way” about that particular rule, tough break,
but comparing your sanction to other’s rule breaking doesn’t really change anything. Just report stuff you know to be against the rules when you see it and have faith in the system.

The lesson in your case (considering both @LeChance and @Yiffs_a_Lot posts) is: don’t waste your time on chat unless there’s something engaging and worth investing in writing.
And that said, don’t fight in-game. fight literally anywhere else, but not in-game, as rules tend to be… Quite flexible most of the time, and tight on unfortunate periods
Is Z-ing your tanks actually reportable? Can anybody else confirm this?
lol . . they don’t read the rules and just click “I Agreed” and go start playing because they lack patience and for whatever other reason, just don’t take the time to check them out . . . I didn’t read the Rules either. But when I saw people getting chat banned in the general chat way back . . . I took a minute and did read them . . . then I knew.

And trying to give a good explanation is not a bad thing, while lacking the patience to absorb the material so you gain some knowledge might be . .
p.s. I was a Game Master for over 3 years way back, I literally reviewed 10’s of thousands of reports. A VAST majority of them might never even have been made had someone . . . taken the time to read the Rules.

Yep, I report about 100 slurs a day in game but will see a tiny fraction of those actually acted on with the report message, however I’ve also been chat banned for 2 months collectively (two 1 month periods) for what I can only guess were very light reasons (because I do not engage in anything that should warrant such an action, I don’t even use harsh language often in game)
Like all things, they are SELECTIVE in what they actually enforce, whether by accident or on purpose, you will randomly catch bans for tiny things yet they will let massive things like some guy saying slurs in every other match go on freely
There is a severe lack of substance if the whole argument of not applying TOS as strictly as possible most of the time only relies on ‘you’re responsible for your words’ and the rest is just the stars aligning and a game master issuing bans to people that do break said TOS.
The only comparison i can think of that scenario is a failed nation that can’t enforce law effectively on its territory.
It might fall under this rule:
" * Words, phrases, idioms, images, or any other verbal or graphical content that is promoting or offending (insulting) any political opinion, racial or national origin, religion or membership in any union or organization, ethnic background, sexual orientation, gender identity, etc."
But I would get clarification for a current Game Master to be sure.
But several things used to be against the Rules to put on your vehicles.
Sad thing that many cannot leave their real world “biases” out there and just play the game . . . would be a lot better if they could . . . imho

It’s a rite of passage getting a chat ban! I’ve had a few. I just laugh them off.
I reported a group of players who typed the N word by each one typing just on letter of it so when done it spelt in out. Creative way of getting around a possible chat ban.
Gaijin pretends it’s not “political” but they sure shut down the chat for the entire community when that special region in Eastern Europe began it’s issues, and in fact they shut it down twice (I believe for about 2 months at one point).
All the other issue going on in the world and that particular country which will remain nameless was the reason everyone lost chat twice. Nothing else that occurs since then has caused a global ban.
I’ll also state I’ve seen a few squadrons with what I thought were inappropriate (Wagner) references. But their still around.
Holy molly, this sentences confuses me more then actually telling me whats going on.
Also a reason why nobody goes throught that and layers excists. This bureaucratic writing hurts my head.
Well, first of all, it is not possible to “report 100” anything in a day, there are limits as to how many reports any single player can make in a day.
As for the messages, not sure those are 100% accurate anyway. Also, if it was in a Open chat, someone else may have reported it as well and they acted off that report and not yours. You just cannot say for sure.
Again, I think it is best to: make reports when you see Rule breaking and have faith in the system.
Your options are limited in these regards anyway
I believe it is still reportable. Its one of those things that is technically not allowed but hardly anyone cares and/or reports it.
lol . . they have actually been revised at least once, maybe twice. And yeah, it can be a bit much if you are not ready to do some reading, but still . … . not terribly difficult.
And as I suggested, if any part of it needs explaining, pm a GM and ask.
I am sure they would rather take some time to get it straight for a player, than end up doing a crapton more reports because they didn’t, yeah??
It’s like this one thing many players still do and think is ok(it ain’t)
They will “report bomb” a player thinking the more reports against them they get, they more trouble they will get in to.
Exactly NOT how it works . . only valid reports are acted upon and making false reports is a bannable offense. But still they do it . .
I got report bombed myself just the other day. But I know it’s baloney because I don’t do anything against the Rules . . . just made some guy mad in a game I guess.
And they went and got some friends/squadron mates and mass reported me for nothing . . . so I got the msg . . . lol

I remember getting some people really mad and a day later i start up WT and it says something along the line: “You have been reported for …” and then shows everything you can be reported for.
So i thought, mass reporting works, sadly.
I had that about 6 months ago, except it just had a list of “grievances” I apparently participated in. The best one was “passive play”. My favorite!
I remember getting passive play once too. After playing the T95 alot. :D

yeah, whenever you get report bombed, chances are you will see EVERY complaint that is available. They will report you for all of it.
While to those unaware it may seem intimidating, it actually is just proof that goobers have been at work . . . .lol
