Literally no, how is it skill? It’s a broad enough set of data that it isn’t skill anymore, it’s an average of vehicle performance. Unless all players are the same player and all games are the same every time?

If that was the case, War Thunder was pure American bias from 2019 - most of 2022.

Win rate by definition is skill. To win a match a team needs to do spawn point management, and out-skill the enemy team at the same time.
There is only one extremely accurate way to judge vehicle capabilities: Cross analysis by someone trained in the field.
A way to indicate that a vehicle is potentially more powerful than another of the type is looking at a profile of a consistent player, and checking their KDRs; but without a detailed cross analysis, that only indicates potential.

The Mirage 2000D RMV is from 2021, this is obvious French bias.
Example: JPz IV in my record history is over 50% more in KDR than all other casemates in my record.
I play all casemates the same, I am extremely consistent in that playstyle.
So my stats indicate potential of JPz IV being OP for its BR.
And in a cross-analysis, you find out that all of JPz IV’s equivalent casemates are 4.7.
Now, if you do a cross-analysis of M1A1 Abrams [11.3] and Leclerc [12.0] you get two extremely similar tanks.
Almost equally mobile, extremely similar rounds, similar reloads, very similar armor profile in-game currently, very good turret drives.
From that cross analysis one could determine that they should be the same BR.
Of course… do you go off that? Or is it that 11.3 - 12.0 is so decompressed that it doesn’t matter?
Those are questions to ask that I do not have answers for.

BTW here’s how to win at top BR ground RB: Have zero CAS in your lineup.
Have 4 - 5 MBTs in your lineup and play them well.
That’s how you win if both teams are equally skilled.
Win rate is exclusively about skill, and BTW it doesn’t really matter which of those top MBTs you choose for your lineup, all that matters is you use them well.
If you get first shot off, and you’re skilled, you’ve destroyed the enemy 2A7V in one shot using any round of 3BM46 or better on a decently mobile platform. [All top tank rounds are better than 3BM46.]

What? Okay, germany actually has the most bias. If you compare the round pen and damage of the sturer emil to any other nation’s tanks at that br, you can see that gwrmany is way more powerful.
Believe it or not, win rates are largely affected by the players themselves.
Most nations at the br range are very close to each other in win rates(russia isnt even 1st)
