Really don’t see how having 2 step difference would facilitate that.
And changing to a 2-step difference ( still keeping with 2.3 / 2.7 / 3.0 / 3.3 … advancements) would be a lot easier than trying to move the BRs of many vehicles during “decompression”.
I don’t have faith Gaijin will do enough of this decompression to make a difference for the tanks in ranks 2-4
Stockgrind should be no uptiers, 4 modifications should be 0.3 uptier, and fully spaded aircraft should max 0.7 uptier.
To counteract this top BR vehicles have the same system both ways, so 0.3 downtiers when you get to full capability, 0.7 when you have gotten 4 modifications, and 1.0 downtier when you have nothing.
Im talking about br changes.
The greater the % change per br increase, the less fine tuning you can do.
