I expected you to have made a mistake since there is no proof of the statement being wrong.
You should remember that the aircraft implemented in-game are subject to balance. Even if certain aircraft had tested HMDs, developers might think that giving it to them would boost their capabilities too much, therefore giving them too high BR. I’m not familiar with the F-16 issue, but it seems to be that.

Not quite. DS said that Gaijin’s philosophy is to give aircraft that tested HMDs, their HMD. The statement doesn’t say that this is ALWAYS true. There are plenty of nuances and this is one of those.

Armament wouldn’t need a change, the new armament include MICA-NG, METEOR and some nuclear missile system, all of which are totally trivial due to the games current state, the model would change yes

Well tbh they could make it a F4.1, but it will make more sense to do so when we’ll get earlier variants, and it will make more sense to add earlier variants once we get new missiles for this one

I have a question. A friend told me that the rafale rwr can lock targets and start missels at the target. Is that possible ?
Well it can’t lock targets like a radar but it can give precise enough location data to fire a missile at the source. (IRL mind you, not in game. It’s also not a feature unique to the Raf, a lot of advanced RWRs can do this, like the one on the EFT or F-35)
Is the unchanged appearance of the talios implemented on the Rafale M intentional, or is it still a work in progress?
this old phazotron brochure gives a gimbal limit of ±60 degrees for the rafale radar. Not saying its right, but it also gives ±60 for a lot of other aesa radars.

Also it looks like rafale radar is underperforming in range by quite a bit according to this
