Convertible research points

Make the convertible research points are free for using.It will usefull at modules progres on top tier.
Can make cRP with 0.1 modification to research poits without gplden eagles.
For example old players can open new nation for mid rank vehicles and buy top tier packets to unlock high rank vehicles.

I think SL would be more relevant, nobody is realistically spending that much GE for some research points.
people have so much cRP that evne 0.1 modification to research points would be quite a bit.
