Confused about the stock weapons of Mig-23M and the Mig-23MLD

Alright so I went on a buying spree due to the 50% off and came across something I found peculiar. the Mig-23M stock comes with the all aspect R-60M while the more advanced higher BR Mig-23MLD comes with the rear aspect R-13M1. Why is that?

In my opinion the R-60m has more utility being an all aspect while you’ve gotta get behind your enemy at a higher BR which is more complicated due to almost everyone else having all aspect missiles.

Was this on purpose or did someone goof? Sorry if this has been asked before.

Legacy stock grind. Quite a few 10.0-12.0 planes are stuck with an exceptionally poor stock loadout with only 2 rear aspect AAMs, such as most phantoms, and the Mig-23MLA/D. Gaijin just never updated them when they made stock missiles/loadouts better.

Planes introduced after that change got a better stock loadout, but most old ones weren’t touched.
