You can’t complain now if you detect cheating - internal system error. Gaijin once again fails to prevent cheaters.
Stop being over dramatic. Sometimes computer systems get issues i’m sure they know of it and are working on it. They have done a lot to curb the cheating problems.

Complain system is for chat moderation. You want to report something you need to go to your replay’s and report the user.
Making a video and having it break down what the said person/bot is doing may also help narrow it down so long you also send it to the Gamemasters. Or whoever is meant for that.
