Raider Event Compensation

Mark 3 time was affected by the server issues and unscheduled maintenance. Mark 3 event time should have been extended as that was the active task that was affected by the servers. Mark 4 had not even started yet. Players should have received an extension on the Mark 3 task, not the Mark 4 task. Make this right gaijin.
