Clouds too low for loft missiles

So i was wondering why 90% of JAGM not reached targets beside full lock, take a closer look and turns out they loft soo good they go into clouds and loose lock… How gajin is expecting to fight against BUKs etc. In this situations?

nearly all missiles with IR+IOG do that because of loft
