If you think that someone is breaking game rules, please use server replay to report such behaviour.
Open server replay in game, check situation from his PoV and judge it again.
If you still think he was cheating, please use server replay menu to report him (be sure to add details like timestamp).
Game Masters will check the report, and if valid, punish reported player.
