Are dust covers or they are armor?

I cannot see why they would be dust covers when there is still way more to be added to the plate (ie the rest of the Side skirt package) lol, also if anything wouldnt the normal Plate itself act as a dust cover?
According to gaijin (bug report respone) they are dust plates. I cant find anything if it is true or no, so i cam to ask yall for help.
Also dust cover on the Europe based Cr2. Doubt it but im not the one who knows what is what
Yeah its a Tricktzzer report where he used Paint measuring tool and just said they were dust plates with no evidence

I mean, the thing is i cant prove him wrong untill i have a proof that they are not dust covres. also that part bugs me
Clearly attached to the outer plate with nothing behind it, while the block should be seen back there, as it is attached to the flat 40 plate

That will be a huge buff, if the armor will stop the turret shots spalling into crew compatrment and removing everyone

Tell me, do you know if there is any armor here behind the gunner sight?
Shots here are painfull, they sometimes spall straight down into the gunner for some reason, disabling both gunner and commander
