Premium vehicles and premium account do not, frustratingly, act multiplicatively with skill bonus.
So your 2x RP bonus is actually puny if you have both a premium acc and vehicle.
It’s frankly stupid, but it is what it is.
Also depending on how your respawns occured, your per-vehicle activity (score earned, time spent alive) might be suboptimal for maximizing RP gain. Optimal RP gain is to spawn a single premium vehicle and stay alive for the entire match, failing that respawn into a backup and do not use other vehicle slots.
It’s also very stupid.

The Rp isnt really capped at 9k i have gotten games with much more than that, the thing is that the game puts a lot of value on the time played and in the activity percentaje, on your case, it was a longer game you would have gotten much more RP.
Is this Arcade battle ? Or Realistic , either way Im guessing you not using Premium vehicle or a TT one without a Talisman. So of course the RP you gain is not gonna be much even if you get 14 kills. Plus the nature of GRB/GAB as well , it is gonna be low
