A plane needs to make a certain amount of lift to make a turn. The resulting drag force has to be balanced by thrust to be sustained.
So in a given turn; the lifting area is bigger/more efficient, the required angle of attack reduces.
If the plane is doing backflips your idea is right.
This is from 1985 right? I believe those numbers on the MiG-29 and Su-27 are US estimates, not testing data.
