That is valid true, but 80UM2 is also an event vehicle so arguably also an outlier, granted march stats will still be using its 11.3 figures so wouldnt really know till “april/may” get loaded to see what impact it actually has.
But we can actually somewhat deduce the impact the 11.7 BR will actually have if we compare all time stats vs month to month stats, they only deviate by about 4-5% so to somehow expect 2x that deviation from an 11.3 to 11.7 BR move would be highly unlikely, if we assume a 5% deviation like we see in prior months vs all time stats then at best its W/R should drop to around 54-55%
But as it goes up on BR this also has the effect of pushing new players off it and forcing higher skilled players (if you wanna call them that when playing this) back to pushing its stats up or keeping the stats where they are. Granted its speculation on my part here but for a vehicle this strong, I can bet 5K GE it wont drop that low

BMPTs at 11.7 will now have a significantly harder time getting into 10.7 games and even when you get into one, only four players will be able to spawn a BMPT at the very best, all the while competing for those “spots” with other decently popular 11.7 vehicles like Fuji, Al-Khalid and others.
On the other hand, BMPTs will now be able to see 12.7 which is yet another popular BR filled with vehicles that have a much easier time going against them. If they keep their numbers up in regards of games played, there’s a high chance BMPT spammers will keep getting placed in 12.7 games due to the chronic lack of 11.0 lineups.

It would be fair to assume linear drop of WR with BR change if all nations had similar lineups and vehicles across the board, which they don’t. We have holes in tech trees that might result in some BRs being prone to uptiers/downtiers more frequently, deviating from that linear line of yours.
Not to mention that WR between 11.0 and 11.7 is naturally somewhat influenced by the sheer amount of vehicles available for the USSR in comparison to it’s two major rivals, Germany and US.
US has two MBTs and one AA, while Germany has one IFV and one AA.
Meanwhile USSR has 8 vehicles, rivaled only by China and Italy.

I would have said that CAS is more like some guy being able to smite your character from the kill screen in an FPS.

In terms of performances there’s no denying it belongs at least to 12.0+.
Sure firepower wouldn’t be that great up there, but the annoying and not accurate survivability could still be useful to hold a flank.
And that’s how a balanced vehicle should look : strong aspects held back by weaker aspects, in case you forgot the basics…
