you can’t assume a vehicle is necessarily good enough to be uptiered to outside one’s BR range.
People may have other reasons for bringing vehicles to those BRs.
For example, pure premium players (that bought the T-80UE-1) may have also bought the 2S38 as well.
For example, M22 is used for trolling / getting God Mode award.
HSTVL is way better than 2S38.
It has very trolly armor, small silhouette and good gun depression. And can now even be used against helis.
The Begleitpanzer’s shell has rather powerful drop off compared to the 2S38 which also sports IRST tracking, something the Begleit lacks.
A better question is why doesn’t the 2S38 move to 11.3 where the Otomatic sits?
