Which is true, mobility is worth so much more than a slightly better reload. The 2S38 is more comparable to some 10.X IFVs. I doubt anyone who thinks that it is worse has actually played both, or done a genuine comparison between the two.

2S38’s anti-air ammo capacity is not relevant to ground combat capabilities. Many players only bring 16 rounds of ammo into matches, 26 is more than enough for a ground vehicle to take on other ground vehicles. My 2S38 and Begleit have ~40 rounds of AP, the rest being empty or proxy fuse munition.

All at the risk of losing 254 SL ;), it’s fast, small, and with enough pen to get through sides and rears, with a 2.9 sec aced reload.

With that being said,
you can’t assume a vehicle is necessarily good enough to be uptiered to outside one’s BR range.
People may have other reasons for bringing vehicles to those BRs.
For example, pure premium players (that bought the T-80UE-1) may have also bought the 2S38 as well.
For example, M22 is used for trolling / getting God Mode award.

HSTVL is way better than 2S38.
It has very trolly armor, small silhouette and good gun depression. And can now even be used against helis.

The Begleitpanzer’s shell has rather powerful drop off compared to the 2S38 which also sports IRST tracking, something the Begleit lacks.

A better question is why doesn’t the 2S38 move to 11.3 where the Otomatic sits?

Absolutely wild, fastest tank in the game with the 2nd best auto-cannon round [OTOMATIC has the best round].

Both BG 57 and HSTLV has only Gen1 TVD, that is serious drawback, since you can’t kill what you can’t see, no matter the firepower you have.
