The number of appearances of M22 users in 11.7 is not lower than that of HSTVL, which is enough to prove the excellence of M22.
With that being said, I agree with most of the stuff you said besides that.
Or are they PRO players, who want that sweet 30k SL bonus for killing an unaware top tier MBT, and get that once per match accolade?
All at the risk of losing 254 SL ;), it’s fast, small, and with enough pen to get through sides and rears, with a 2.9 sec aced reload.

With that being said,
you can’t assume a vehicle is necessarily good enough to be uptiered to outside one’s BR range.
People may have other reasons for bringing vehicles to those BRs.
For example, pure premium players (that bought the T-80UE-1) may have also bought the 2S38 as well.
For example, M22 is used for trolling / getting God Mode award.
HSTVL is way better than 2S38.
It has very trolly armor, small silhouette and good gun depression. And can now even be used against helis.
The Begleitpanzer’s shell has rather powerful drop off compared to the 2S38 which also sports IRST tracking, something the Begleit lacks.
A better question is why doesn’t the 2S38 move to 11.3 where the Otomatic sits?

Sure, when HSTVL’s engine gets nerfed to 465 horsepower, and its round is nerfed by 50mm of penetration as well as nerfed in mass by 1.3kg.
And when its firerate is buffed to 120rpm

The primary reasons HSTVL is 11.7 is cause of its round and engine.
Absolutely wild, fastest tank in the game with the 2nd best auto-cannon round [OTOMATIC has the best round].
Both BG 57 and HSTLV has only Gen1 TVD, that is serious drawback, since you can’t kill what you can’t see, no matter the firepower you have.
You mean it doesn’t have a ready rack, magically since some update it’s all ready to go.
Because there is no russian bias. They keep doing this, playing heavily into their major market being russia itself, we saw the same shit with the Ka-50 being undertiered for a significant portion of it’s existance in WT. They might change it once they’ve sold enough, we’ll never know.
I would rather see OTOMATIC going down to 10.3 than 2S38 going to 11.3.

After the decompression I can see both the Begleitpanzer and 2S38 both being fine at 10.7
Ka-50 was brought to its current BR over 3 years ago.
Ka-50 has not been under-BR’d in years.
On top of that 2S38 isn’t under-BR’d anymore.

OTOMATIC isn’t 11.3 because of its SPAA capability, which is superior to 2S38’s SPAA capability.
So you want Italian bias and an unbalanced game.
Is your argument the OTOMATIC is 11.3 because of its 13 rounds of APFSDS? lol

That’s not my argument, that’s just reality.
If it wasn’t that way the OTOMATIC would be ~10.3 instead.
I think the Bagel could go to 9.7 after this latest round of decompression, I had quite a bit of fun in it and it is very good.
The reality is one vehicle has its APFSDS limited while the other doesn’t.
One vehicle has a slow reload to first stage ammo, the other doesn’t.
