Battle rating is messed up

Since the new update got released im only capable of playing against higher tiers.

When i play the Russian IS 1 (5.7)im only playing against 6.3 or above. When i play with a Tiger H1 (5.7), i have to play against a IS-2 (6.3) and IS-2 1944 (6.7)
Imagine seeing a IS1 driving with a IS2 and a IS2 (1944) in one game.
So that means that if i start a game with a battle rating of 6.3 im getting into a game with 7.3
