Its crap at 12.0. But the alternative is 11.7 where you could use it in the downtiers and I know I wouldnt want to deal with an A-10C in a Stormer HVM or Sea Harrier FRS1. Doable, but not fun. The issue is the compression at top tier means you have about 2-3 BRs worth of tanks spread across 0.3 BRs and about 4.0 worth of aircraft spread across the same amount.
