It is more than likely a limitation that is hardwired into to the consoles / data system… thing…
Otherwise the Devs would make things fair for all… but, as I mentioned there are numinous limitations that are out of Gaijins hands…

Everything will be in the EULA / ToS that everyone has signed and agreed to in order to Play in game and to post on the Forum / Web sights etc…
