I want to know that too, the OTO Melara 76 mm has HE, SAPOM, MOM, PFF, DART, VULCANO ammunition versions. We, in game, have HE and PFF (HEVT). But no SAPOM on german ships, but we have on british ship, or else. Good question why…
The answer is quite boring. No conspiracy, Germany simply didn’t purchase the SAP rounds. Not all navies buy all available ammo types, plus some types were not available during the period the Type 143 was in German service.
Its likely because the boats were not expected to go against large or armoured targets using their guns alone, that was the job for the Exocets. A 76mm/3" rapid fire HE slinger would have been more than enough to take care of many opponents they were expected to encounter in the North Sea/Baltic areas. Anything too big or powerful would have been expected to be countered by equally capable NATO ships if the MM38s weren’t an option.
Of course what you find in game is you frequently go head to head with WW2 era craft of superior size, firepower and armour. Virtually ever HE only vessel has similar issues having difficulty getting the final kill shots without ecpending lots of ammo in brute force attacks.
