Abrams 9mm Fuel Cell Bulkheads Cant Be Right

It stings to see that the Fuel Steel Cell Bulkheads were randomly changed from the already low 19mm to 9mm making the front hull protection even weaker, seemingly with no source or elaboration:

This contradicts a report accepted 3 years ago: Community Bug Reporting System
Citing a Military Handbook (Military Handbook Design of Combat Vehicles For Fire Survivability (MIL-HDBK-684) that gave the bulkheads a 25.4mm value thickness, said with an “s” plural so every single bulkhead plate from the front fuel tanks should have a 25.4mm thickness value

“Four fuel cells are located in the hull and are armor protected” and that “steel bulkheads, 25.4 mm (1 in.) thick separate these fuel cells from the driver.”
Notice:

  1. fuel cells (plural)
  2. bulkheads (plural)
  3. armor protected

That language suggests a protected, armored compartment, not just a lone sheet of 9mm steel at the back.

However contrary to it being corrected during the time it was being actively remodeled, it was decreased?

Its been nerfed to basically non existent values without offering less spall either, this cant be right.
