Nah. What truly is need is decompression in ground RB. We have jets from BR 11.7 in air fighting jets from BR 14.7 and ground vehicle should also move up. If these two thing do happen then it is fine at 12.0
It shouldnt be the same br as the Jaguar IS with a whole 3 laser guided bombs
11.7 would be fine, 11.3 not so much
