The A-4B has bad acceleration and lots of energy loss. These are already bad traits as is, however it’s further worsened by the fact that the A-4B sits at a BR where it faces early missiles. This means that enemy planes on your tail can easily force you to waste your energy, with no chance on getting it back. Additionally, a low energy A-4B couldn’t dodge early missiles, or anything for that matter.
This means it’s easy to waste the A-4B’s energy, and when it loses its energy, then it’s practically dead. The A-4E at the same BR doesn’t suffer from these issues as it gets CMs and better engine. The A-4B wouldn’t be overpowered by any means at 8.3, so the logical solution is move it to 8.3.
Ground battles
In ground battles the A-4B isn’t anything special. Additionally, it has no lineup at 8.7 which means it’s effectively a 9.0. Again, the A-4B wouldn’t be overpowered by any means at 8.3, and it would also be able to operate in a lineup at its BR. This again means the logical solution is just move it to 8.3.

You have the SAAB-105OE, which has two ‘bullpups’ at 8.3, and with 2x AIM-9Bs.
The A-4B turns better than the SAAB but has worse energy retention, and has access to one more bullpup, as well as guns if you take 2 bullpups instead of 1 bullpup.
The A-4B’s bullpups are generally better at taking out ground, but the SAAB’s bullpups have proximity, and so it can kill helicopters more easily.
I’d say the A-4B is better than the SAAB for GRB, but it’s not too far off.
For ARB, the MCLOS missiles don’t really matter, so they should be both at 8.3.
However, the Scimitar is at the same BR as the A-4B while having 4x bullpups, guns, and much better acceleration.
I’d say the Scimitar should be 9.0, and the Sea Vixen (which has better acceleration, 4x slightly better Aim-9Bs, and 2 bullpups at the cost of no guns) could be 9.0 for GRB too.
Then it would make sense why the A-4B would be 8.7 or maybe 8.3 for GRB.
The A-4H would be worse than the A-4B (as it gets no bullpups), but it doesn’t have CCIP nor CCRP for its bombs / rockets either, so I could honestly see it being 8.0.
As rainy2000 mentioned, there’s the SAAB 105 which also gets two Aim-9Bs (actually better ones despite RB 24s being an exact replica in real life). The SAAB also gets airspawn in ARB, and has CCIP whilst the A-4B has no ballistics computer.
Now, you could still make the case that SAAB 105 is undertiered anyways and should be moved up (or airspawn removed), but even then the A-4B still doesn’t really belong at 8.7 in ground battles. Much like the UH-1B or FJ-4B, it’s very out of place being without a lineup.
The Aim-9B argument doesn’t apply to ground battles.
Aim 9b and one of the best CAS loadouts available at higher mid-tier no it should not be at 8.3 where it can see the balanced ww2 jets as well as the overtiered ones.
