2S38 is not good enough for 11.0.
Sound of engines alone doesn’t determine you’re going to hear them coming when they’re on large maps, even. Then it’s up to scanning, because engine noise doesn’t reverberate. And 2S38s have the rapid reaction to pop multiple targets in sequence within seconds.

Again, wrong, because the 57mm holds enough penetrating power to get through M1 turret rings (hint: Gaijin FIX, please), as well as Type 90s, and anything under at 9.0 is also going to get turret ringed or have its gun knocked out rapidly.

I was willing to give him the benefit of the doubt, but considering the fact that he literally just proved the point that he is giving the Russian vehicle the argument that it’s ‘too soft’ in armor, or ‘too loud’ in engine noise is telling.
Most NATO tanks don’t even have proper HE munitions with overpressure mechanics to make the 2S38 pop the way USSR-based and Chinese-based tanks do, so it’s a question of rapid-fire.
In which case you might as well bring a rapid-fire 30mm SPAA to counter 2S38s at all times, yet to do that, you also need to deal with being largely unable to pen any tank unless from the side or through the turret ring.
Even if the 2S38 is pushed to 11.0, you still have a literal line-up of premiums in Russia at 10.0, combined with the Object 292, that can make it so players never have to even touch the regular tech tree to overcome it.
Hitting a turret ring at 1km is almost impossible when the target is moving, which they are if they’re playing their tank to doctrinal standards.
APFSDS one shots 2S38, HE isn’t needed.

The Panther A should’ve been 6.0 much earlier. The later Panzer IVs are all undertiered, the Pz iv/70 is stupid good at 4.3, and the Jagdpanther was/is 6.0 for whatever reason.
I originally corrected another player by saying that different nations at different BRs have different skill levels, because it related to the current discussion. I gave a few examples of that.
