But I don’t think those advantages warrant almost a 2 BR increase. I would say at the highest the 2S38 could go to 10.7 so the T-90A has a lineup, but even that is stretching it.

It is a mix of both. It encompasses the average skill of the team, and enemies, how good the lineup is, and partly individual skill.
K/B (kills per battle) is the best way to measure how good a vehicle is in my opinion.
KDR is best cause per battle is more team dependent than KDR is.
Without directly analyzing the vehicle, you are looking at profiles of people that play everything.

No, there is definitely a skill difference between trees. High tier US winrates are bad because it is mostly new players or premiums. The Panthers and other German tanks were/are undertiered because people can’t play them well because they are new and not as good at the game. I’ve seen lots of people complain about how bad 10.0 Russian teams are because of the amount of premiums.
Now i’ll give you a pass on China here since i don’t really know much about them in this matter but Russia is not exactly known as a country that follows the rules of the Olympics when it comes certain “treats”

Sorry, but there’s no reason to push Begleit to 10.0, Strf 9040C to 10.7, 2S38 to 11.0, and HSTVL to 12.0.
2S38 isn’t anywhere as good as you think it is.
If it was my KDR in it would be vastly higher than my Begleit and HSTVL KDRs, and it’s not.

The same gun on the PT-76 went from 7.0 to literally 8.3, and it can still operate at 11.7.
