Mig-23s that bring Napalm instead of R-60Ms reduce their effectiveness in air combat which matches those doing combat, thus is balanced.

Of all aircraft it’s the MiG-23 you have an issue with bombing? The plane that trades 2/3rds of its missiles for 2 500kg incendiaries? Not the Phantoms with full missile load and five tonnes of bombs?
Thats just a need for Napalm to be re-balanced more than anything else, though I do think the Mig-23MLD would fair just fine at 12.0, though the SPO-10 Mig-23s probably not.
When those 5t bomb can only be used on 2 base, and slows it down considerably? why bother doing that? Why not just dogfight?
Its radar is horrible. Press the lock button (not the ACM) and 70% of the times it will not lock at all.
The Lego block ACM mode uniquely makes it bad too; it will lock onto anything but the enemy.

I get where you’re coming from with the MiG-23 ML battle rating issue. Right now, base bombers are making matches frustrating, half the team just rearms or leaves after bombing instead of actually fighting, which puts the rest of us at a serious disadvantage. It’s not just a player issue, it’s a team-wide balance problem.
Pushing the MiG-23 ML to 12.0 might help move those bombers into a different bracket, but that raises the question, do all 12.0s need to shift up too? If we start adjusting BRs because of base bombers, where do we stop?
Napalm balancing is another huge issue imho. The way it’s rewarded makes bombing too attractive compared to actually engaging in fights, and it warps gameplay. If Gaijin reworked how it functions, either by rolling back previous mechanics or properly modeling fire effects, it might encourage more combat-focused play without forcing BR changes.
At the end of the day, this is less about individual jets and more about base mechanics. The current system rewards passive gameplay, and that’s why matches feel sided. Maybe the better solution is adjusting how bombing works rather than shifting BRs.

Highly dependent on plane to plane.
People rather take good missiles than napalm, which is how the mig-21 bison has a positive kills per spawn according to statshark, and I barely see anyone bomb in them.
But in the Mig-23, you have three choices of Napalm, 4x R-60M, or 2x R-13.
None of these missiles are good for 12.3-7.
At the same time, the mig 23’s best missiles can be carried aside bombs.
Mig 23 is not fun to play when uptiered; other planes are the same but mig 23 has an unique advantage - it’s extreme speed that makes it a more reliable base bomber than others.
Many people don’t “play” but grind. Especially at such a compressed BR with messy balancing. You can see why we bomb…
You bomb cause u suck at air to air. Otherwise you wouldnt be using such great fighter as base bomber.
The more bombs you bring the less rp/sl and mission score you get per base.
Tested it recently to see if anything changed or if it affected ground tagets too (it doesnt).
6 napalm loadout on su25 cuts rewards per base in more than half compared to 2 napalm loadout. This means you have to get 2 bases at minmum to get a similsr score and rp/sl as a 2 napalm loadout that only gets 1 base while being 2000kg heavier.
Mig23 is unironically the best base bomber in the game because of this, followed by things like f5c. All you need is a fast jet and 2 napalm bombs and you mog every bomber and strike plane in the game.
Not to mention premium SL boost
F1C doesn’t have the payload to actually bomb effectively. it’s an after rearm thing for this plane.

It can destroy a base in one run, but has to sacrifice the (bad) sarh missiles.
But f1c is one of the planes that I don’t bomb in, because it’s just bad at the task. After all I’m infamous for my base bombing, but even if I don’t want to bomb in it, in favor of having the trash SARHs…that should be saying something
It’s gonna get beaten by MiG-23 because it’s slower and it carries heavier bomb. that’s all.
Napalm getting nerfed harms strike aircraft far more than the few fighters.
Napalm is fine the way it is.
Then just bring 2x 1000lb napalm, the same as the MiG-23 gets at max, without sacrificing air-to-air armament! Your argument is “oh no I have too many bombs available!”

You think anything Soviet would be good at higher brs. It’s fine as is, napalm doesn’t need rebalancing either.
You should be asking for a better rewards system instead
It’s not really an issue with BR. It’s an issue with the reward system and unskilled players gravitating towards bombing in dedicated fighters/interceptors.
Unless Gaijin does much needed reworks to the objective system or at least the basebombing mechanic then the issue will persist no matter how high or low you place these premiums. And I agree, it’s super annoying to see.
