ZSU-23-4HL01

The ZSU-23-4HL01 is a Vietnamese modernization project for the Shilka. This upgrade replaces the radar with a passive optical suite and integration of MANPADS launchers, specifically designed to counter drones and to operate in heavy electronic warfare or anti-radiation environments.

History

The modernization program began in 2019 under the leadership of the Academy of Military Science and Technology (specifically the Institute of Military Technical Automation), with sensor systems and electronics manufactured by the Viettel Military Industry Group. The primary goal was to replace the aging analog vacuum tube systems of the original Shilka with a new digital architecture while improving firepower.

The vehicle, No. 312, made its public debut at the Vietnam Defence Expo 2022 and was most recently showcased at the 80th Anniversary National Achievements Exhibition in 2025.

The most significant change is the removal of the obsolete 1RL33 “RPK-2” radar. It has been replaced by a stabilized 3-channel Optoelectronic Station mounted on a stabilized block. This station includes a 3rd gen Thermal Camera, a Daylight Camera, and an LRF, functioning as an IRST tracking system.

The fire control system is powered by a new central digital computer with new FPGA tech, which improved the tracking rate and accuracy compared to the original analog computer. The turret drive has also been upgraded with modern servo drives for smoother tracking. New network systems have also been installed, allowing for real time data transmission to a command Post for coordinated battery fire. The crew compartment has been modernized with new LCD displays and a fully localized Vietnamese interface.

Alongside the original 4x 23mm AZP-23 cannons, the upgrade also integrates 4x A-87 (domestically produced Igla-S) missiles. These are mounted on the rear of the turret and extend the engagement range to 6 km and altitude coverage to 3.5 km.

Future phases of the program plan to integrate a digital radar to provide all weather capability, alongside driver assistance systems, an automatic fire suppression system, and many more improvements for serial modernization.

This would fit well in 9.0 - 9.3 since it is similar to the ZSU-23-4M4 in the Soviet tech tree with mostly the same weaponry but with no radar and uses IRST + eyeball Mk. 1 with gen 3 thermal instead.
