If you want to suggest things for the game you can do so in the suggestion section. A guide for how to create suggestions can be found here: (Rules, Guidelines & Tips For Creating Suggestions (Check Before Creating A New Suggestion!)). A tip is also to look at other suggestion for the same type of things to get a feeling for how they usually look.
Ive requested Yugoslavian flag and roundel before. The only thing we have is the pre ww2 roundle. No vehicle in the game wouldve had it. Having to make multiple request in it is pointless when its one of the simplest things to add in game.
Youd be best off starting out a YT channel and gaining enough subs and views and getting a CC decal of it approved before the devs would get around to adding it in game.
