Because it’s an F-16A ADF given the MLUpgrade package, which grants some ground ordnance.
But without more evidence that the MLU package covers more weapon systems, it’s stuck with what it has.

you’re comparing 2 F-16As wirh different upgrades
F-16A MLU had a Partial refit to use some Ground ordnance
F-16AM was a Full rebuild to F-16C50 standard for most components, thus it gets everything C50 does
