Why my game open in 1/4 of the screen with freshly installed graphics drivers?

I have a 2560×1440 monitor (Monitor #1), which is also my main display and the resolution I use in-game. I also have a second monitor connected, 1920×1080 (Monitor #2). In the game settings, I manually select Monitor #1 after each reinstall, but it only works until I restart the game. Then I edit the config.blk file — I don’t change anything, I just check whether it contains the line monitor:t="\\.\DISPLAY1". After saving the file, the game starts in full screen correctly.

I’m not using any scaling or similar features. Occasionally, after a clean graphics drivers installation, the game starts on Monitor #2, although this happens rarely.
