First of all, the BR formula isn’t exactly the mean of the top three, it actually a weighted average that looks like this:

So 11.3/2 + 11.0/4 + 10.7/4 = 11.075.
Secondly, the final result is rounded up to the nearest BR step, so as a result 11.075 will be rounded up to 11.3.

If cheesing ONE vehicle into 0.3 below it’s BR is considered “super” then yeah.
I believe they changed it recently to make it far harder to pull vehicles down in BR didnt they?
