It’s an American design anyway (variant of what the Brits have in their tree in their markings as well), so can’t really say it’s French…

Because gaijin doesnt want to, or maybe cant legally, effectively remove premiums from player inventory.
While it wouldnt be “removed”, many people get premiums to help grind a certain tech tree. Imagine you bought a premium to grind the US tech tree then gaijin moves it to the British tech tree. Now you cant use it to grind the US.
I personally like this way.

The reason goes that France was not in the 5 initial Tech trees of the game, and then was solely represented by that DB-7 and D.520 + D.521(last of which was already fictionnal in current state, as it should have been armed alike the Spitfire Mk2 : 2x20mm and 4x7.5mm – also it haven’t been reconducted in new French TechTree which also lacks some MB.15X variants in freemium TT)
Yet the French recieved 121 planes, some of which were built in french colony town of Casablanca (at the time)

There used to be quite a few premium and event vehicles belonging to nations that weren’t in the game yet being added to the nation of the base vehicle it was modified from or the nation that had the closest military ties to the one of the vehicle
And some of us have copies of Italian planes in German tree. They were researchable before Italy was added.
