Why is the ZSU-23-4M4 at Br9.3 when the other IR missile and autocannon SPAA’s are at 9.7 or 10.0

Worse gun (lower velocity round), didn’t originally get an upgraded missile with a VT fuse like the others although that’s been fixed. But mostly because it doesn’t get its stats bumped up by farming tanks like the gepards due to its bad mobility, pen and gun depression.
I actually get the Gepard being higher with it’s tank farming, the LAVAD can exploit its hydras to cheese long range stinger shots but why is the Stormer so much higher?
EDIT: Aside from Gaijins grudge against the UK I mean.
Significantly worse than the 9.7 Gepard 1A2, worse radar, worse guns, worse missiles, worse chassis
More comparable to the 9.3 PGZ-04A, trading a missile proxy fuse for a worse sensor suite
The anti UK grudge is so annoying, 10.0 SPAA with gun and missiles is so over the top, especially with the Rapier at 9.7, with almost useless missiles requiring minimum 2-3 missiles to destroy an aircraft at BR
