It’s a jack of all trades, but master at none. It can destroy tanks fairly well (for what it is), and can destroy aircraft and helicopters fairly well too.
Of course, the other SPAAs (other than the Tor and Flarakrad) are definitely better (although the ITO doesn’t get an autocannon), but they have little to no way of destroying tanks other than a slight possibility of them overpressuring with their missiles.
Of course, the Top Tier MBTs are (almost) always going to perform better at destroying other tanks than the ADATS, but that is to be expected.
You are implying that a vehicle that has slightly worse capabilities in both fields should be lower in BR for it cannot do one particular job well enough compared to others.
It’s much much more flexible than an MBT will ever be, and it’s much much more flexible than an SPAA will ever be.

How often is faces lower BR vehicles, it no longer facing 12.7 vehicles, and it now facing 10.3 vehicles.
I don’t think the ADATS is ‘bad’ enough to warrant it being able to face 10.3 aircraft, but I agree that 12.7 aircraft (like the F-16C, and Gripen), are insanely strong (against any SPAA in general).
The ordnance isn’t the only thing that makes a helicopter good.
10.3 helicopters usually do not have great zoom (such as the G-LYNX and Mangusta).
