Why is Gaijin so insistent on artificially nerfing ships by giving them comically shallow drafts?

Giving these ships an artificially and unrealistically shallow draft makes them way more vulnerable than they should be.

The worst part is that, since apparently draft is a completely arbitrary decission, it’s never deemed to be a bug, so it can never be addressed.

Why? Just why?

Three examples I can think of right off the bat are Barham, USS Tennessee and Fuso.

In Fuso’s case, the draft is right on the hangar but not in battle… and that’s “not a bug” either:
