And of course change his role to ligh tank with scouting instead of TD just like Hellcat but is Germany…

Absolutely. With 3.7 it should be rank III and the issue would be fixed.

Another fix would be to put the “Pakwagen” into the tech tree. These were quite numerous standard units, back then, no special prototypes or whatever to justify to make them super rare premiums.
