Why doesn’t the F-104.ASA get access to its 6 missile loudout? And why is it at 12.0?

Ok, so I just found on the Aspids are on the J-8D at 11.3.

So why is this so high?

Yeah pl5 is arguably a side grade to aim9l because of how fast it is, making this even more ridiculous. However the Asa has mti which should help a decent amount, but it’s still a joke at 12.0
