I understand that recently the F16C and F15C have been given stock AIM-9Ms to counteract the fact that Russian planes get stock R73s, so why don’t other planes such as the AV8B+ or Tornado F.3 late get them too?

All top tier (13.7) aircraft have stock IRCCM missiles.
It must be for balancing issues that 13.3 planes dont get them

yeah that would make sense i guess, its just a bit annoying since you get into 13.7 matches 99% of the time in the tornado
The difference between IRCCM and 9L isn’t as big as people think.
However, the difference between AIM-9M and IRIS-T/AIM-9X is the difference between AIM-9D and AIM-9L.
If the difference really isn’t as big as it is
Why not give 9M to AV-8B+ or SHar FA.2?
Any IRCCM is better than none

Ease of development.
Just use the 9Ls, they’re the same IR sensitivity as 9Ms, they just don’t shut off their seeker when they see flares.
There’s a reason I still only use IRCCM missiles from the rear aspect.
I did with AV-8B Plus
After few attempts on real targets (and failing because everyone has flares), I resorted to attacking few ground targets and destroying few A-4 attackers until I got 9M and AIM-120
It was tedious but at least it gave some RP
I would guess because the Mig 29 gets R77 and R73 stock.
That does not explain why the F-4F KWS gets the AIM-9L/I stock
