Question as per title: why not?
I think the right question is why would it require high graphic quality? Elaborate your argument, a question like that without proper backing up argument isn’t going to lead anywhere in my opinion. There are little advantage from one quality to another higher, ground simulator battles needs a lot of improvements, whom none involves graphics to limit or make players as equal but in mechanics.

Why limit sim to those with only high end pcs?
The airplane cockpits are only included in the higher end graphics packs. A lot of the cockpits are very detailed and have many buttons and switches so it likely requires a higher resolution to be modeled and textured.

High end only needed for top settings at 4K resolution.

Never used it, because it’s a rendering in 4x resolution.
Do you play all other games at 4K or even 8K res?
1070 or even 1060 was enough to play war thunder for all these years. Even at 1440p, with some downgrades.

With a 1080 FE and a i7-7700k you can run it at max setting

SSAA is off. blurry mess
if you never used it, you have never seen max settings. at least on your machine. also, SSAA is not exactly DSR/VSR, the game performs a bit better with SSAA.
other games incorporate DLAA&DLSS much better than war thunder. other games also have MSAA sometimes.
I can get hires sharp image without 50% fps loss.
War Thunder looks blurred at 1080p and lower.
At 1440p it begins to look okay.
As said earlier even 1060-1070 range card can handle this resolution. They were released in 2016.
whatever helps you cope. how far away are you from your monitor anyway?
