They do state in the dev blogs as well at the end:

but there are source’s on google say: mean while the Gr 1 didn’t have a built in data link, it did have a external data link pod on the Tornado gr 1, like RAPTOR. so where did you get the in formation that it didn’t have one on the Tornado Gr 1???

like was this decision made as a balancing choice?

External pods like that are not a mechanic in the game yet, in the same way that external electronic warfare pods or external MAWS pods are not in game either.

(Edit: i might actually ber wrong here, apk-9 pod on the SU-30MK2 AMV, but i’m uncertain)

hmmm okay

Hang on, wouldn’t this just be the same as existing guidance pods required for other munitions, like some aircraft need for MCLOS missiles (the event FJ-4B comes to mind, or Kh-23s on Su-17 or Su-22 Fitters), or even as simple as laser-guided munitions requiring a laser designating pod?

Isn’t that exactly what the APK-9 pod on the Su-30 is?

Probably, but it’s not a mechanic in the game yet to have pods with those capabilities.

Interesting, didn’t know that was a thing tbh. Maybe? I’m not to knowledgeable when it comes to the RU pods. If it is indeed the same thing with that mechanic then you can make a suggestion to have it added.

It might be that they thought the Tornade had the functionality built in and so didn’t design a pod for it and when they found out that it needs a pod it was to late to design and add in time for this update, but that’s just a pure guess.
