Why does M42 have NVD when it can't use it

Being at 4.0 the m42 has night vision but it can’t even get into night battles due to it not being at 10.0

Because the M42 historically had NVDs.

So your repair costs can be higher.

The M42 Duster used to be higher. But it wasn’t performing well so it got dropped. 6.7->6.0->5.7->5.0->4.7->4.0. Something like this is precisely what happened over the years.
