Why does F-4 have 5 pylons, but can mount missiles only on 2 of them?

Any real reasons behind this?

The others do not have wiring for those missiles

First of all, I’ll be assuming you’re refering to the F-4F since you’re not specifying, you have two F-4s (F-4S and the F-4F) and there’s a kilometric ton of variants of the F-4 either IRL or in-game.

The F-4F at 11.0 only can use IR missiles due to both technical and historical limitations. Its successor, the F-4F ICE, got to use its belly pylons for AIM-120s.
