Why did Japan and Germany receive MiG-29As with R-73s, but Russia did not?

I’ve been waiting for this plane for 2 years and I realize it’s better and faster to grind Germany. This plane is one of my favorites and I think it’s more OP than that Soviet brick that should be called F14SMT. I would really like to see a MiG-29G on the Russian airline.

Because it’s 13.0 [13.3 after decompression] instead of 12.7.

Even after 13.0 is decompressed a Mig-29 with R-73s/R-27ERs would still be objectively worse than every other 13.3, unless the Flankers, F-4F, Tornado, J-8F, F-15A, F-2A, and others are all going to 13.7.

They should just decomrpess 13.0 and give the Russian Mig-29 R-73s/R-27ERs and put it at 13.0. Russia deserves a Mig-29 with their weapon, and it’s dumb that they don’t have one (excluding the SMT).
