Why can’t I equipped anything on these pylons. It looks like they should be able to carry somthing. Maybe it’s a bug?
They’re supposed to be equipped at all times to the conformal tanks.
Ignore that this is a 15EX.

Because there are limits on what can safely be carried next to one another on adjacent stations, and Gaijin went the lazy route in actually adding the CFT’s, by modeling them a single station instead of individually.
And then not actually adding the multitude of configurations, or omitting variants (e.g. “Short-cord” members of the GBU-15 / AGM-130 family, or the significant quantity of relevant members of the Paveway II & III, and JDAM / JSOW variants) that would increase carriage quantity / flexibility of stations.
Also that they can’t be download to carry less than the maximum quantity is also an issue for a number of reasons least of all how it interacts with how SP cost is calculated.
The lack of a Contemporary Targeting pod, as the GBU-39/A (SDB-I) dates the configuration to 2006 at the earliest (e.g. AAQ-28(V)4 or AAQ-33 and later variants variants) & CM dispenser (ALE-58, or MJU-13 & -17 among other options, and separately the fact that flares are generic, only taking their caliber into account for performance) also negatively impacts the plane.
Especially considering how restrictive the stores options that have been implemented actually are.

it sucks that for some reason the only US plane with the GPS + IOG + laser guided bombs is the new f18 despite many being able to carry them
