The title explains it all, it’s a genuine question I’ve got.
Correct me if I’m wrong, but I believe most players believe that adding iconic recce vehicles as anti-airs, denying them capability to scout, makes zero sense. The most blatant examples of this that I’ve seen are 2:

Sd.Kfz 222: You could justify it being a SPAA because of its low BR (2.0 in Germany, 1.3 in China), but it feels odd that this vehicle specifically created for reconnaissance duties does not have such capability in game. In my opinion we should let scouting have a shy appearance from the beginning (only in certain vehicles) to let new players familiarize with it. This could also offer the chance to employ these vehicles at higher BR battles in order to perform the duty they were designed for.

U-SH 204 GK: Yet another tiny reconnaissance vehicle having the scouting capability denied (this one is the reason for this post).
However, the anti-air capabilities of these vehicles are undeniable, but if Gaijin really wanted to keep them classified as SPAAs, what stops them from having the scouting ability? We’ve already got the AMX-10P (when it was an IFV, that’s ironic), what’s the difference?
