Soyuz was added despite not being completed because there is no alternative for a top tier battleship for the soviets. The US got Iowa which is probably the stronger of the 2. For the time being. The US does not need Montana. It could still come in the future, but probably not any time soon

It was never laid down at any point so by gaijin rules it cant

There was one montana, in 1921

But Iowa was never built for head-on combat; the ship that Yamato was supposed to face was Montana.

And it never will due to montana never being constructed at any point

Montana was approved for construction in 1944, but at the time the only shipyard capable of building a 280meters ship was closed because of Wisconsin’s construction. And the Americans were determined to launch Montana.

But the Mark 7 guns and Lexington engines to be used were prepared. Even the steel materials to be used were stored.

Was the ship physically laid down, show me a picture of the keel actually being laid down

There is no such photo. As I said at the beginning, the dry docks that could build such a large ship were used for the construction of other ships at the time, such as the Wisconsin.

Well the A-150 class is eligible as it had one gun made.

Let’s ask the mods if prepared equipment passes

Every ship in game was at minimum laid down, a-150 was not, montana was not
