Not everyone are British 2pdrs. Low tier cannons do have their HE shells, e.g. UO243 on 20-K, but they are not added in the game, making it rather annoying to shoot a truck, which is everywhere around 1.0.
ofc MG can be used, but when it’s far away or almost hided behind cover, HE can be far more useful.
Especially when engaging a Lancia (6 guys) with SA38

Long answer: As far as I remember they were intentionally removed years ago, in order to avoid new players using them, being wholly ineffective, and quitting.
Actually, the US 37 mm M6 does get its M63 HE shell in game. It’s modelled as a SAPHE shell due to its base fuse. For some reason it’s only available for tanks from Rank II upwards. It’s fairly useless anyway, since 38 g of TNT won’t overpressure anything. In fact, all HE shells with less than 200 g TNT equivalent won’t fully overpressure open topped vehicles; maybe that’s why small calibre HE generally isn’t available for tank guns, since most of them barely have more than 100 g TNT equivalent.
