Honestly I would say yes but atm Russia has WAY too many SPAA, as a Russian main. They’re fine where they’re at, but I can see why it would suck if you like the TOR and don’t want to grind out China

Why would you wan’t the russian SPAA tree even more cluttered? It would just prevent you from reaching the Pantsir, as there will be another 480.000 rp grind. These vertical launch missile only SPAAs are just not really fun to play. Its impossible to direct fire on ground targets and its almost impossible to hit air assets flying close to you. Its not really needed imho.
Despite a very unique vehicle, it would be pointless. Maybe at some moment if the 95Ya6, statically, is inferior to the Tor-M2DT or the Tor-E2 and eventually Gaijin expand further the ground tech tree, then he’s it would be a good addition.

Like what happening on VT4 to Thai now, there’s a thinking is “Gaijin give TOR to China but not USSR cause they could make it weak and they choose a imported thing instead of lots of domestic choices”, so give USSR a TOR before Pantsir is a kind of punishment
