If it was laid down, but not completed, like the Kronstadt, then it can be added. If its an entirely made up ship/only existed on paper, then it has a greatly reduced chance of being added.

Given that the boat has remained at the idea stage and is inspired by the Richelieu class, I don’t think we’ll see it in the game.

They had plans to build it but the German invasion in 1940 cancelled it because they didn’t want the Germans to get their hands on it.
I would like to point out. This isn’t a fever dream. This was actually planned but the German invasion stopped it and terminated the plan. If it was thought of it can be added to the game. Because it was planned.
No. Paper only ships will not be added. The requirements for inclusion are clear.

Because the programme was halted in the design phase. They didn’t even decide on the final armament configuration.

This game is dogschnitzel. After I finish the F8U-2 grind I’m leaving to go play a game with the Alsace featured.

And you guys pride yourselves on being “historical” being historically accurate would include adding blueprint ships and planes as well as tanks.
There are no finished/finalized blueprints prepared for the class, and that’s the current requirement for inclusion, while also having been laid down. None of which the Alsace-class fulfills, or will ever.
