Laser designator I am pretty sure.
You can turn it back off if you like:
Your targetting laser is on.
Enemies with a LWS (Laser warning system) will buzz as a RWR. That’s wht you guide laser weapons with, you can toggle it with a keybind.

no its definitely not laser, it looks different

But I dont have any TGP or laser-guided weapon equipped on test flight F-15E
Bottom laser can be moved with camera, its not the same
It can still get turned on. Might be a bug, but I have had it happen in matches before, without any laser weapons loaded.
If you do not have a target point activated (sight stabilization; activate target point; deactivate target point), the laser will float with your mouse aim.
Set the keybind to turn on/off the laser designator and test.
Again, it might be a bug, but I am 99% sure that is the indicator that the laser designator is on.
I cant turn it on with this loadout but it still turns on that indicator after CCRP bomb release
It looks like laser designator symbology to me and I cant think of any other symbology that even looks close.
The fact you have no Tpod or FLIR is interesting, as it shouldnt be appearing at all, which makes sense as to why it cant be toggle on manually or controlled afterwards.
Why its appearing with CCRP I dont really understand. Your Target pod does snap to your target point, so there is a connection there, but it shouldnt be doing it. Ive never seen it happen myself.

Close the game, verify the install and relaunch, if it still keeps happening, submit a bug report
